How can the school district trace the movements of students in school buses for the purpose of:
Providing verifiable documented contact interaction and proximity between students
Contact Tracing in the event students are diagnosed with COVID or other viral affliction in the future
School Bus Video Surveillance Cameras that are usually used to document the actions of those on the bus, students, drivers, and assistants in the case of Special Need Wheelchair Bus Camera systems, can also serve as a mechanism to document the activities of the children on the bus and their interactions and proximities as they pertain to other students while on the school bus.
When there are no medical issues relating to the students the School Bus Camera DVR systems will perform their normal function of recording the activities to help reduce bad behaviors by providing a verifiable documentation record of the events.
However, when and if there is a need for medical proximity oversight or in the case of infected students need for Contact Tracing of a student and all they may have interacted with then this is already being achieved by the Public School Bus Cameras or in the case of Private Contractor Charter bus camera systems.
Common sense medical pandemic and sanitary precautions recommended:
Drivers wipe all bus seat surfaces with a viral disinfectant after every passenger trip.
Drivers wipe all entry door handrails with a viral disinfectant after every passenger trip.
Drivers instructing students getting in or out of the bus to NOT use the handrails
Drivers instructing students getting in or out of the bus to NOT touch the tops or sides of bus seats
Drivers instructing students getting in or out of the bus to sit only in labeled designated seats in case some of the bus seats are no longer used due to distancing proximity guidelines
Drivers instructing students getting in the bus who sit in the most rear seats, to enter first so the empty bus is filled back seats first, then middle then front
Drivers instructing students getting in or out of the bus to NOT touch other students while entering or exiting
Drivers instructing students getting in or out of the bus to NOT get within 6 feet of other students
Drivers NOT in the driver's seat when children are entering
(As they would all walk within 1 foot of the driver getting in)
Drivers NOT in the driver's seat when children are exiting the bus
(As they would all walk within 1 foot of the driver getting out

Enhanced Contact Tracing Requirements
The most obvious suggestion might be additional cameras to the existing Student Transportation Bus Camera system, as they add additional perspectives aka FOVs (Field of Views) so you can document the distances and any interactions.
While the most common Cameras for School Bus configuration is a 2-4 camera system for a Student School Bus Camera systems, the ability to add another couple cameras up to 8 cameras with dual 4-channel DVRs so the memory can still be 100% Solid State and not require the fragile Hard Drive memory that is prone to crash. The use of Fish-Eye cameras mounted on the ceiling will give a better angle for verifying if students are in contact or within close proximity.
Hi-Tech Solution to Sterilize the Bus
Enhanced Sterilization of the school bus by deactivating the virus or destroying the outer protein shell of spores, could be achieved by installing a medical-grade Sterilization UVC Lamp (Ultraviolet-C radiation devices) array in the bus ceiling, so when the bus is empty, (Only When The Bus IS Empty) it can automatically sterilize the entire interior of the passenger compartment without toxic chemicals, residue or the problems caused on the seat covers by continued use of alcohol-based drying agents on the vinyl seat covers. UVC lamps are regulated by the FDA and specific frequencies or lamp radiation wavelengths have varying effectiveness and attributes. It is important to ensure the UVC lamps are completely deactivated when there is any chance of anyone entering the bus during the sterilization period, as they can cause UV-related radiation damage to humans.
Safety protocols must be instituted to assure the safe operation of the UVC lamps while insuring no potential damage to anyone during their operations.

Contact Tracing May Be a Temporary Concern
The need for contact tracing when a new strain or mutation of a virus is experienced creates challenges in the transportation of students to and from school. When an infected child is identified, it becomes necessary to identify whom that child may have interacted with and possibly spread the viral infection too.
Vaccines are not a cure, they Do Not deactivate a virus or spore, nor do they prevent the virus from escaping the host, and often when a new mutation is problematic, a new vaccine booster shot will be needed, because, with each new mutation variant of a virus strain, the existing vaccines may not prevent viral infection to the vaccinated person.
